N korea defiant amid fears of new nuclear test

South Korea's defence ministry on Tuesday said Pyongyang has defied calls to halt its nuclear weapons programme and threatened new tests of a rocket that will carry a nuclear warhead.


The ministry said North Korean leader Kim Jong-un warned that he wants a "sea-launched nuclear warhead capable of reaching parts of the continental United States" and "would be ready to strike with a missile at any time".

Kim, a rare official visit to the White House since his father's death in December, also spoke directly to China, Pyongyang's only major ally and an engine for the UN sanctions regime.

Beijing is North Korea's main foreign patron and has vowed to cut off oil supply to Pyongyang unless the regime stops its nuclear and ballistic missile programmes.

North Korea's official newspaper, Rodong Sinmun, said the new nuclear test appeared to "test his nuclear strategy to unleash his nuclear warhead", and its state media said Kim was planning to "crack down further on the United States, South Korea and Japan".

On Monday Kim met Japanese prime minister Shinzo Abe for the first time since his father's death, according to reports.

Beijing views the visit, and the US president's comments on it, as a signal of frustration with the way the North Korean regime has behaved.

Analysts said the remarks may have been meant to call for a meeting with North Korean officials in order to gauge their intentions.

Nurses reject management merger plan

ROBERT LAWRENCE/Fairfax NZ A nurse says her team are suffering after the plan has been scrapped.

Nurses in Auckland hospital have rejected a proposal from management for them to sell their stake in the company they operate, to make up for staff quitting.

One nurse said the nurse and her team had spent "thousands" of dollars in the past three years trying to negotiate a plan that, once decided, would make good on the $10.2m they've spent on management fees since 2000, the first year that the business collapsed.

It was a "disaster" and a "loss of confidence", she said.

But the nurse, who had been a member of the staff association for 12 years, said the plans came to nothing after they had paid for her team to spend more than six months at a time, during which time they got paid no salary, paid rent and, when they returned home from work, did not get paid.

"It's completely gutting because it shows how long it takes our nurses to work at these awful jobs. It's the equivalent of the world's least flexible workforce," the nurse said.

"We've had an awful few weeks where we've spent weeks being really tired, and when we've been home, we've missed our kids, and we have had to take time off to go back and get them from school and everything. And if we got a full Christmas pay, we would have to take another seven days off just to get money from the welfare budget to cover the Christmas pay we've been receiving."

The nurse said her group had only had enough money to pay for two months' training.

She said the unit was close to being "dead" as a unit, because management had not delivered on the number of nurses required.

The nurse had "decided that the only way I'm going to go on is to sell my stake".

She said the hospital had "always said" it would never merge with a third-party company, but management seemed to have gone ahead with that despite her claims that they would make it right.

"My staff, their family, were really upset about it. They thought they had to sell it and that's why the hospital had gone ahead with the merger, so they could get out, but I decided to stick it out and the company will suffer the consequences."

The company's chief executive, Jim Williams, said it was hard to know what would happen in the future, with management moving on. "I can't discuss a confidential matter," Williams said.
